The content of Project Insight was far more detailed and shocking than Project Paperclip.

Project Insight: By analyzing every behavioral trait of an individual from birth to the present—such as education, birthplace, bank records, spending habits, and daily behaviors—a profile would be generated to predict whether the individual could pose a future threat to the organization. After reading the files, Captain America clenched his fists tightly. "How could they do this? If a person hasn't committed a crime but is eliminated because they might commit one in the future, that's not justice—it's outright tyranny!"

Captain America's righteous indignation raised a critical point: if someone who hadn't yet committed a crime was killed preemptively, then no crime had technically occurred. That person was innocent.

Bruce Banner's face was grim as he added, "We can't justify killing someone just because they've had evil thoughts."

"This plan should never have existed in the first place!" Hawkeye said as he walked to the window. His life as an operative had seen him take down countless targets, but they were always proven threats—criminals who had already endangered lives. Killing an innocent person was something he could never stomach.

At this point, Tony Stark turned off the projector and, after a moment of silence, spoke. "This is all the information we have access to for now. Fury's death is definitely tied to a HYDRA mole inside S.H.I.E.L.D. We have to uncover their identity. If Project Insight goes live, not even we will survive."

Everyone nodded in agreement. Finding the mole was the top priority. Captain America, deep in thought, had already begun forming suspicions about several individuals. After some contemplation, he said, "This HYDRA mole might be connected to Zola. During the Battle of New York, a nuclear missile was launched by someone inside S.H.I.E.L.D. Other than Fury, the only person capable of issuing that command was Zola."

Hawkeye's eyes widened in realization, fixing his gaze on Captain America.

"Cap's suspicion makes sense. If Fury didn't order the missile launch, then Zola is the only one who could've done it."

"But how do we get to him?" Bruce Banner murmured.

S.H.I.E.L.D. was already an elusive entity, and Zola's existence was even more deeply hidden. Among the team, only Captain America had the rank and authority to investigate without immediately drawing suspicion.

Captain America understood this. "I'll go to S.H.I.E.L.D. to investigate. In the meantime, everyone else needs to stay under the radar. Don't let them suspect anything."

He was ready to leave immediately, but Tony quickly stopped the impulsive super-soldier.

"If you go barging in now, you'll definitely raise suspicion."

Captain America retorted, "But if I don't go, doesn't Fury's death lose its meaning?"

Before Tony could respond, Captain America's phone suddenly rang. He raised a hand, signaling everyone to stay silent. Tony took the phone and connected it to a speaker.

"Captain, this is Rumlow. The higher-ups need you to come in."

Rumlow?

Everyone exchanged puzzled glances but remained silent.
