Chapter 412: Chapter 412: The Third Raikage: We Will Pay for the Losses—Who Wants to Join the Battle?

The Sand Village was in dire straits. Years of war had left it impoverished, with barely enough resources to function, let alone wage another battle. Unless someone stepped in with substantial financial support, the thought of war seemed impossible.

But if someone were willing to foot the bill, that was a different story.

In such a scenario, the Sand Village would eagerly join the fray, especially if the price was right.

Kumogakure, the Cloud Village, had precisely what the Sand Village lacked—an abundance of wealth and resources. If they offered enough, the Sand's willingness to fight would be palpable. And with Konoha also in the equation, the Rock Village would need to think twice before making any rash moves.

Cloud Village Discussions

Far away in the Cloud Village, a similar conversation was unfolding among the village's leaders. They, too, were preoccupied with the looming question: What about Iwagakure?

The Third Raikage stood tall, exuding his usual confidence. Over the years, the Rock Village had been a constant thorn in the Cloud's side. If given the chance, Onoki would undoubtedly stab them in the back.

"Hmph, Iwagakure is not a threat," the Third Raikage said, his voice booming with authority.

"But, Raikage-sama," one advisor hesitated, "what if Konoha doesn't support us? They've just come out of a war with the Sand Village. Do they really have the strength—or the will—to fight for us?"

The Third Raikage's sharp gaze silenced the room. After a moment, he spoke: "Konoha is our ally. By our agreement, they are obligated to stand with us. Even if their resources are limited, we have the wealth to make up for it."

He continued, "If the village supplies the funds and resources, do you think Iwagakure would still dare make a move? With Konoha and the Sand Village supporting us, Iwagakure would face insurmountable odds."

The room fell silent. The Raikage's logic was sound, though his confidence left many startled. If the Cloud Village bore the financial burden of the war, their allies would be obligated to act.

"Who has any objections now?" he asked, his voice as thunderous as his title.

War and Its Origins

While the Cloud Village debated strategy, tensions with the Mist Village had already escalated beyond control. The Kaguya clan, known for their recklessness and aggression, had been stirring conflict along the disputed sea regions for months. Despite repeated warnings, the Kaguya's provocations continued, pushing the Cloud Village's patience to its limits.

The Third Raikage, unwilling to tolerate further disrespect, authorized a decisive response. The friction turned to flames, and war erupted between the two villages.

As the conflict deepened, the Cloud Village formally notified Konoha, invoking their alliance. The Third Hokage, upon receiving the news, felt a wave of dread wash over him.

Chaos in Konoha

Konoha was already in turmoil. The villagers, still recovering from the war with the Sand Village, were in no mood for another conflict. The alliance with the Cloud Village, once celebrated, was now seen as a mistake.

The tipping point came when rumors spread that the alliance—and the resulting war—was due to Utatane Koharu's insistence.

Villagers were outraged.

"We just finished a war with the Sand Village, and now this?"

"Utatane Koharu is to blame!"

"She deserves to pay for this!"

The accusations were relentless. Koharu, once a respected elder, found herself shunned and ridiculed at every turn. Though she had anticipated backlash, the reality was worse than she imagined. Villagers pointed, whispered, and shouted insults wherever she went.

Even the Third Hokage, who had initially hoped to defuse the situation, found himself helpless in the face of public outrage. He chose to endure the protests, hoping they would eventually die down.

Cloud Village's Proposition

Meanwhile, the Sand Village was receiving its own message from the Cloud Village. The Raikage's terms were straightforward:

The Cloud Village would pay for all war-related expenses. They would supply additional resources for the Sand's post-war recovery. The Sand's role would be to join Konoha in deterring Iwagakure from entering the war.

In essence, the Sand Village wouldn't need to fight directly unless absolutely necessary. All they had to do was pose a credible enough threat to keep the Rock Village in check.

When the Third Kazekage heard the proposal, he rushed to Chiyo for confirmation. "Is this serious?" he asked, his voice heavy with disbelief.

Chiyo nodded. "Yes, Raikage-sama's message is clear. They'll cover all costs. All we need to do is support Konoha in containing Iwagakure."

The Third Kazekage frowned. He understood the benefits of the proposal but couldn't shake the feeling that the Cloud Village was playing a dangerous game. Still, the promise of resources was tempting.
