Chapter 416: Chapter 416: The Earth Release Army Enters the Land of Thunder

Chaos engulfed the ninja world—a turbulent, unpredictable storm of conflict.

A few years ago, when war erupted between Konoha and the Sand Village, many could understand the reasoning behind it. Sand Village, after all, had provoked Konoha repeatedly, aiming to shatter its defenses and seize the resources of the Fire Nation to sustain their struggling economy.

With strength comes ambition, and with ambition comes conflict. The Sand Village sought to exploit Konoha's wealth, leading to a three-year war.

As that war finally concluded, the Cloud Village and Mist Village inexplicably found themselves locked in battle.

This left the rest of the ninja world scratching their heads. What were they fighting for? Resources? Territory? Ideology? The reasons were unclear.

It was baffling enough when the Mist Village decided to entertain Cloud Village's provocations. When the latter escalated into all-out war, the Mist Village obliged with a level of cooperation that defied logic.

Yagura, the newly instated Mizukage, had been expected to focus on consolidating his power and stabilizing his position. Instead, he threw the Mist Village into chaos by fighting what many saw as a senseless war against the "barbarians of the highlands" in the Cloud Village.

If that wasn't perplexing enough, the Rock Village, seizing the opportunity, declared war on the Cloud Village. Their elite Earth Release Corps swiftly advanced into the Land of Thunder, aiming to bring the fight directly to the enemy's doorstep.

Smaller nations and villages panicked, bracing for impact, but it became clear the Rock Village's target was exclusively the Cloud Village.

While the Cloud and Mist Villages were limited by the sea's logistical challenges, the Rock Village faced no such constraints. Land warfare allowed for swift deployment of thousands of troops. The Rock Village, it seemed, was determined to deal a decisive blow.

Unprepared Cloud Village

The Cloud Village, caught off guard by this undeclared attack, scrambled to respond. The Third Raikage, along with his council, underestimated how quickly the Rock Village would mobilize. Before they could mount a proper defense, the Rock Village's Earth Release Army had already breached the borders of the Land of Thunder.

Konoha's Dilemma

In Konoha, the Third Hokage received troubling news of the escalating conflict. His expression darkened as he slapped a stack of reports onto the table during a high-level meeting.

"If the Rock Village has entered the Land of Thunder without declaring war, our allies are asking us to retaliate by striking the Land of Earth. This would relieve the pressure on the Land of Thunder," the Hokage declared.

To Konoha, the Rock Village's actions were nothing short of an undeclared war. Their so-called "declaration of war" was meaningless, issued long after their forces had already moved into enemy territory.

The anti-war sentiment in Konoha, however, made the situation even more delicate. Villagers, still recovering from the Sand Village conflict, protested loudly against further involvement in foreign wars. This mounting pressure placed the Third Hokage in an unenviable position.

The senior officials at the meeting sat in silence, each lost in thought. Decision-making had grown stagnant within Konoha's leadership over the years, with most officials reduced to powerless figureheads. They attended meetings but avoided taking responsibility or voicing opinions.

Mitokado Homura broke the silence. "Have the aid supplies from the Cloud Village arrived?"

"They're en route," came the reply. "The Raikage assures us they'll arrive soon, and he hopes Konoha will honor its alliance by taking action."

"Then prepare for war," Homura said after a moment of contemplation.

The Third Hokage sighed, his frustration evident. The complexity of the village's internal politics weighed heavily on him. How many troops to send? Who would lead them? Every decision required painstaking negotiation.

As the meeting adjourned, the Hokage gestured for Shinki to remain behind.

A Private Discussion

Once the others had left, the Third Hokage addressed Shinki, Nara Shikashin, Mitokado Homura, and Utatane Koharu.

"Everyone," he began, his voice tense. "This silent treatment during high-level meetings is unacceptable. The village cannot function this way. We need to implement changes."

Mitokado Homura was quick to agree, but before he could speak further, Shinki's soft laughter interrupted.

The Third Hokage's eyes narrowed. "Shinki, do you find this amusing?"

Shinki shrugged, his tone calm yet pointed. "Isn't it? The high-level seats are filled by individuals or families granted those positions, yet they no longer exercise their right to contribute. Decisions are left unmade, and leadership has grown complacent. If that isn't absurd, I don't know what is."

His words, though softly spoken, carried the weight of undeniable truth, leaving the room in a tense silence.
