The seven pirates, once part of the Rocks Pirates, had now formed their own crews. Each was a massive threat to global stability, and everyone in the room looked at Kong with grim expressions.

Sengoku clenched his fists as he glared at the names and numbers. Each of these pirates was a nightmare for the Marines.
Kong's face darkened as he slammed another set of documents on the table.
"This is the latest report from the Four Seas and Grand Line branches. Since the news of Rocks' death was made public, pirates everywhere have been flooding the seas. Burning, looting, killing—it's chaos! And they're all heading for the New World."
He paused, looking at the room. "There are two emerging pirate groups we need to watch closely."
The first name on the list was Chinjao, leader of the Happo Navy.
"This man is a monster in the West Blue. He's the 12th-generation leader of a powerful crime syndicate in the Flower Kingdom, which is also a member of the World Government. Chinjao is known for his Iron Head Skill, capable of splitting an ice continent. Not to mention, he's a master of all three types of Haki. We can only arrest him; we can't kill him because of his ties to the Flower Kingdom."
The second name was World Destroyer Bundy World, captain of the World Pirates.
"Bundy World is a user of the Momo Momo no Mi and a tyrant of the North Blue. He's proficient in two forms of Haki and has mastered several of the Marine's Six Styles. His Devil Fruit lets him magnify the size and speed of anything he touches by up to a hundred times. He's already destroyed countless Marine ships, pirate crews, and even civilian towns."
Sengoku's jaw tightened as Kong slid the dossiers toward him and Garp.
"Garp, you'll take care of Chinjao. Sengoku, you're responsible for Bundy World. Capture him at the Sabaody Archipelago and throw him into Impel Down."
"Understood," Sengoku said.
But Garp was silent, leaning back in his chair with his arms crossed.
"Garp! Are you even listening?!" Kong growled.
Garp blinked awake, startled. "Ah? Is the meeting over?"
Without waiting for an answer, he stood and started walking toward the door.
"Garp! Get back here! The meeting isn't over yet!"
Kong's roar echoed through the room.
"Ah? But I've already heard everything. I'll handle Roger!" Garp waved nonchalantly and closed the door behind him.
"KARP!"
Kong slammed his fist on the table in frustration.
Sengoku, Tsuru, and Zephyr exchanged glances, trying to stifle their laughter.
"That idiot! I swear, he's going to be the death of me!" Kong muttered, shaking his head.
Tsuru cleared her throat, drawing everyone's attention. "Admiral Kong, Garp has already told me multiple times that he will refuse any promotion to admiral."
Kong frowned. "Refuse?! Who in their right mind refuses an admiral promotion?!"
Sengoku hesitated before speaking. "It's Garp. He has... his reasons."
Kong sighed deeply, leaning back in his chair. "Fine. If he doesn't want it, I won't force him. But your promotion, Sengoku, has already been approved. Soon, our navy will have fresh blood."
Sengoku, Tsuru, and Zephyr congratulated him, but the weight of their responsibilities lingered in the room.
