Chapter 224: Chapter 223: Battle Tower

LaRousse City, of course, has two sets of rules: one for outsiders and another for its residents. Naturally, the rules for locals offer them significant advantages over those for outsiders.

For example, many areas of LaRousse City are off-limits to outsiders, while locals have unrestricted access to any part of the city and can even use public transportation free of charge.

Additionally, local Trainers receive free medical services and a stipend of 1 million PokeDollars. Each local novice Trainer is also entitled to three free starter Pokémon.

Furthermore, fines for LaRousse City locals are reduced by 80%, and they are granted one waiver per month for any fines incurred. 

What frustrates outsiders the most is the locals' right to vote to expel outsiders.

If 20 or more LaRousse City residents vote to expel a specific outsider, that outsider must leave within a designated time frame and will be permanently blacklisted from entering LaRousse City again.

However, such rights must not be abused. 

LaRousse City residents are required to act impartially. If someone is reported for unwarranted abuse of their authority, they will be subjected to a public trial in the Court of Justice. 

If found guilty, the penalty can even be death.

Moreover, with rights come responsibilities. In case of emergencies, every LaRousse City resident is obligated to follow orders unconditionally; failure to do so is treated as treason.

Because of the superior benefits provided by LaRousse City, many aspire to obtain local residency. However, becoming a resident is exceedingly difficult. 

Besides being born and raised in LaRousse, outsiders have three ways to gain citizenship.

The first method is living in LaRousse City for over ten years, spending at least 2 million PokeDollars annually during that time, and having no record of rule violations.

The second method is through a talent admission system. LaRousse City always welcomes Pokémon researchers and Elite-level Trainers, provided they have no serious criminal records.

The third method is the Battle Tower. 

If someone achieves a streak of 30 consecutive victories or becomes the guardian of a floor in the tower, they automatically qualify for LaRousse City residency.

"So that's how it is. LaRousse City really is a remarkable place. I truly envy the Trainers born here," Sato mused as he sat in a glass elevator with several others, flipping through a guidebook detailing the city's rules and benefits.

After finishing the sections on regulations and rights and responsibilities, he shifted his attention to the chapter on the Battle Tower, which was the focus of his current mission: achieving a streak of ten consecutive victories. 

He needed to familiarize himself with this place.

As Sato began carefully reading about the Battle Tower, his face gradually revealed a look of astonishment. He couldn't help but marvel at the resources LaRousse City had invested in it.

The Battle Tower in LaRousse City currently has 108 floors.

The first 30 floors are the beginner tier, floors 31 to 60 are the intermediate tier, and floors 61 to 90 are the advanced tier. 

The remaining 18 floors are private domains for the Tower Guardians.

Every challenger starts from the first floor. Only victors may advance one floor, while losers must retreat one floor. For every three consecutive wins, a challenger can advance two floors instead of one.

However, certain milestones—such as floors 30, 60, and 90—represent specific thresholds.

Upon reaching these floors, challengers must win at least three out of five battles to advance. Failure results in a retreat of 15 floors.

The final 18 floors are the domain of the Tower Guardians. Only those who pass the trials of the 90th floor may step foot here, with each floor being ruled by a single guardian.

To become a guardian of one of these floors, a challenger must defeat ten other opponents on that floor, excluding the current guardian. 

Each challenger has only three lifetime attempts to challenge a Tower Guardian. 

Once these attempts are used, they are permanently barred from the Battle Tower.

Tower Guardians are considered an elite class in LaRousse City. They receive free access to all city services, unrestricted mobility within the city, an annual stipend of 2 billion PokeDollars, and various rare Pokémon items.

Notably, the Battle Tower features a points system similar to Team Rocket's internal exchange system. Every victory earns points, the amount of which depends on the floor level. 

For instance, winning on the first floor awards 1 point, the second floor awards 2 points, and so on.

After the 90th floor, victories earn a fixed reward of 100 points each.

These points are invaluable to challengers as they can be exchanged for a wide variety of Pokémon items. 

The selection available in the Battle Tower's exchange system rivals, if not exceeds, that of Team Rocket's internal system.

From rare Pokémon to highly sought-after Pokémon items, anything can be redeemed if one has enough points. 

However, these points are non-transferable and are bound to the individual challenger.

Apart from points, challengers also receive monetary rewards, earning 10% of the ticket revenue generated by their battle.

With enough skill and popularity, any Trainer can reap enormous rewards at the Battle Tower. This lucrative opportunity draws countless Trainers from around the world to LaRousse City every year.

Pokémon battles are the most popular competitive activity in the Pokémon world, with an unparalleled number of fans. Because the Battle Tower hosts the world's top-tier Pokémon battles, it attracts countless spectators passionate about the sport.

However, among the numerous challengers vying for success in the Battle Tower, only a few manage to stand at its pinnacle. 

Yet the emergence of the Battle Tower has provided an unprecedented platform for promising civilian Trainers.

In fact, of the 18 current Tower Guardians, 10 started out as civilian Trainers. The Trainer currently reigning at the Battle Tower's summit was also a civilian Trainer.

"A springboard for civilian Trainers to rise, huh? That's absolutely true. I hope that one day, I too can stand at the pinnacle of this tower," Sato thought, gazing at the towering obelisk in the distance, his eyes shining with determination.
