Soon, Hiruzen took her body out and laid it on the ground. He then stepped forward and began forming seals.

Slamming his palm on the ground, he called out,

"Forbidden Summoning Jutsu: Reanimation-Rebirth!"

As the seals flowed from his palm to Rias' body, they wove into intricate sealing patterns that soon lit up.

The soul of Rias arrived from the Pure Land, descending into her body.

Moments later, she opened her eyes and sat up. Looking around in confusion, she muttered, "Where am I? I recall dying."

As her gaze fell upon Hiruzen, a flicker of recognition crossed her face. "Hiruzen, is that you? How did you die so soon? I recall I died not long ago."

Hiruzen, with tears streaming down his face, replied, "You were resurrected by me, Rias. Welcome back from the Pure Land."

Hearing this, Rias smiled and spoke warmly while tears flowed down from her cheeks,

"Is-Is that true? I-I am so happy to be with you again. You don't know how scared I was to lose you. I thought.... that was it, but now.... I'm back. Thank you, Hiruzen."

She stood up and embraced him. Hiruzen, with an apologetic expression, responded,

"I'm sorry. I couldn't protect you. It's the duty of a husband to protect his wife, but I failed you."

Rias hurriedly replied, "No, no, Hiruzen, it's not your fault. I knew something was wrong the moment someone entered the Hokage office.

Don't cry now, okay? See, I'm here in front of you, young and healthy," she said with a smile. Despite her reassurances, tears continued to fall from Hiruzen's eyes.

Rias gently wiped them away and led him back to their mansion to engage in heaty and steamy discussion.

A week passed.

The turmoil in the ninja world had settled significantly. Konoha forces retreated on all fronts, and the village entered a cooldown period.

In the Hokage office, one of Hiruzen's clones directed the negotiations with the Suna camp.

The discussions proceeded smoothly, with Suna agreeing to the compensation and the handover process of Kazekage being finalized.

Both the Suna and Konoha forces subsequently retreated, while Suna focusing their efforts on Iwagakure to recoup the compensation cost.

Meanwhile, Konoha made a major announcement regarding territorial expansion.

The Land of Waves, Hot Springs, Rice, Rivers, Tea, Forest, Whirlpool, Grass, and Waterfall had all been assimilated into the Fire Nation.

Hiruzen also got another 4 S-rank potential advancements slots. Reaching a total of 12 slots.

The announcement included a stark warning: any villages attempting to attack these lands would be declaring war on Konoha, which would retaliate without hesitation.

The world reeled in shock as Konoha's land area increased by over 70%, assimilating most of the mainland into the Fire Nation's grasp.

Despite their outrage, no nations dared to voice opposition, recognizing their inability to contend with Konoha's might. They swallowed their protests silently.

The Daimyo of the Land of fire was grinning from ear to ear.

In the Hokage office, Hiruzen's main body sat at his desk, reviewing a map of the ninja world displayed by his Paper Release Jutsu birds scouting and sending images on a projection laid on his table.

He had gathered detailed information about the remaining lands in the ninja world.

According to his data, there were 252 countries in total, ranging from very small to very large.

Now, Konoha needed to capture only 230 more countries. Some of these nations had no ninjas and lacked knowledge of chakra, existing in primitive conditions.

"Very primitive indeed," Hiruzen muttered. "Even if we capture all 230 countries, we won't have be given S-rank advancement slots, will we, system?"

Host, you will receive a minimum of 230 S-rank advancement potions.

The Otsutsuki Clan has over 500 members, minimum of which are Kage-level and to confront them, the host must conquer the ninja world, or become a Universe-level entity himself.

Upon doing so, the host will receive EX-rank advancement potions or universe-level potential potions.

Should you conquer the entire universe, multiverse-level rewards will be granted, enabling control over every reality, timeline, and transmigrator's fate.

Hiruzen was taken aback. "System, why are you revealing this now?"

Host's progress is slow. To achieve multiverse-level constraints, accelerated progress is required.

Understanding dawned on Hiruzen. "I see. In Sixteen years, you didn't upgrade, so I assumed you were already at maximum level. Very well, I will begin today. The ninja world shall be united under one flag."

He stood and entered the advanced central command hall in the newly rebuilt Hokage Tower.

The hall had metallic walls and a large screen projecting a map of the ninja world in the middle of the hall. Fire Nation territories glowed in red, while the other five great nations were represented by their elemental symbols.

Hiruzen addressed the system, "Raphael, have the jutsus been completed?"

"Yes, Master. The True Body Clone Jutsu, Soul-Splitting Jutsu, and Space-Time Teleportation Jutsu are ready for deployment."

"Hahaha... Very well then. It's time to develop the ninja world."

He formed a seal, calling out, "Ninja Art: True Body Clone Jutsu!"

Fragments of his cells disintegrated from his body, moving to the ground. They took the form of young ninja warriors with distinct faces, each possessing chakra reserves at least at the S-rank level.

Hiruzen followed up with another seal, "Ninja Art: Soul-Splitting Jutsu!"

A vast amount of his mental energy permeated the bodies of the 230 clones. After several moments, the clones opened their eyes, examined their forms, and turned to Hiruzen.

Hiruzen nodded. "You all know what to do. I have complete confidence in your abilities. Go and spread chakra across the ninja world. Let the people of every country harness the power of chakra.

Assimilate all distant lands into the center of the world—Konoha. Control every natural reservoir of energy.

I will condense the world's natural energy into myself, becoming this world's master.

Once I assimilate all of you, I will surpass the limits of Kekkei Mora and reach the universe level. Let the ninja empire be born."

The clones nodded in unison. "Let the ninja empire be born!"

They vanished, and Hiruzen remained, gazing at the map with steely determination.
