Under these conditions, Danzo's only option for recruitment was to poach workers. However, Konoha faced a labor shortage, even after the ninja army's return. Filling vacancies at the beverage factory was a priority before, but now Danzo needed to recruit independently.

Recruitment wasn't as simple as posting an advertisement. Konoha's population, including refugees, was just over 800,000. Finding sufficient workers was challenging.

Danzo's first obstacle was recruiting personnel. While management roles could be filled from within the Shimura clan, frontline workers were scarce. With no progress in February, Danzo resorted to raising salaries.

The existing workers protested, demanding raises as well. They threatened to quit if ignored, forcing Danzo to comply. Internally, he cursed their selfishness.

Hiring at higher wages displeased other factories, disrupting market conditions. Danzo, focused on getting the factory operational, dismissed their concerns.

However, the new hires lacked experience with the factory's equipment. Frustrated, Danzo asked existing workers to teach them, but many were unfamiliar with other sections.

Danzo eventually spent heavily on training. By the end of February, millions had been spent on salaries, yet the factory remained inactive.

In March, management chaos ensued. Simple issues, like bathroom breaks, became contentious. Previously, regulations governed such matters, but Danzo's reluctance to enforce rules led to problems.

Some employees abused leniency, spending work hours in the restroom. Frustrations boiled over, sparking conflicts.

Under Youya's military-style management, discipline had been strict but effective. Danzo, lacking such structure, faced frequent disruptions.

Despite his anger, Danzo refrained from harsh measures, as he depended on the workers. By March's end, absenteeism was rampant, and the workforce dwindled, slowing production.

Payday in March brought further discontent, as equal pay for unequal work prompted resignations. Workers, finding better opportunities elsewhere, left Danzo exhausted.

But this was just the beginning...
