Chapter 386: Chapter 386: Hokage and Raikage Hit It Off
After the information exchange concluded, the atmosphere in the Hokage's office shifted from cordial to serious. The smiles faded, replaced by resolute expressions.
"Hokage, besides acquiring information on the perfect Jinchūriki, I have another significant purpose for coming to Konoha. I believe you've already guessed it."
The Raikage's straightforward nature left no room for ambiguity. He was here to propose an alliance.
"Hm," the Hokage responded thoughtfully. "Shinki already mentioned your intentions when he returned to the village. Coincidentally, I was planning to propose an alliance with your village as well."
"It seems the alliance talks between our two villages will proceed smoothly," the Raikage said, a confident smile spreading across his face.
A Strategic Alliance
Kumogakure had begun seeking a reliable and powerful ally, and Konoha shared the same sentiment. The timing was perfect—both villages were strong and saw great potential in collaboration.
Originally, Kumogakure had no plans for such an alliance. As one of the most powerful villages, it rarely found the need to seek external partnerships. However, as Konoha's strength continued to grow and assert itself, the Raikage reconsidered.
Historically, even Senju Tobirama had attempted to form an alliance with Kumogakure before the First Ninja War. Unfortunately, his efforts were thwarted by the Gold and Silver Brothers' coup. Now, with both villages sharing strong foundations and no direct conflict of interest, an alliance seemed like a natural progression.
"The Fire Country is rich in resources and has thriving commerce. Our Kumogakure is no less capable. If we form an alliance, we can cooperate in both military and economic ventures, benefiting both sides immensely," the Raikage explained.
The Hokage nodded. "Indeed. An alliance with Kumogakure offers Konoha significant opportunities. Unlike with other villages, our collaboration would be based on mutual strength rather than dependency."
This was a fundamental reason Konoha leaned towards Kumogakure. Sand Village, while an ally, often needed Konoha's support to stay afloat. Adding Iwagakure into the mix would strain Konoha's economy even further. Kumogakure, on the other hand, could stand as an equal partner.
The Prospect of War
"There's little chance of war with such a strong alliance," the Raikage said confidently. "Mist Village is embroiled in internal conflict, and Sand Village is practically Konoha's sibling. That leaves Iwagakure, but Onoki wouldn't dare attack both of us simultaneously."
The Hokage agreed. "Even if Iwagakure felt provoked, they lack the strength to take on both Konoha and Kumogakure. As long as Onoki values his survival, he'll keep his distance."
Both leaders chuckled, their mutual understanding further solidifying the burgeoning alliance. Despite their initial differences, they found themselves increasingly aligned. Even Mitokadu Homura, often skeptical of bold moves, saw no reason to object.
"Still," Homura noted cautiously, "we must remain mindful of the other villages. This alliance might provoke them."
"That's a fair point," the Raikage admitted. "But provocation alone won't lead to war. Each village has its challenges, and none are foolish enough to confront our combined strength."
A Long Process Ahead
The alliance wasn't something to be decided in a single meeting. The Raikage planned to stay in Konoha for an extended period to finalize the terms through multiple rounds of discussions.
Meanwhile, not everyone was present for the talks. Shinki, who had been instrumental in bringing the two leaders together, was conspicuously absent.
The Lazy Strategist
Tsunade returned home after a day at the hospital, only to find Shinki lounging on the sofa, engrossed in a book.
"Weren't you supposed to be at the alliance meeting?" she asked, raising an eyebrow.
"I told them I was too busy with ANBU matters," Shinki replied nonchalantly, holding up his book as if to prove a point.
Tsunade's eyebrow twitched. "So, you're busy hiding at home, reading?"
Shinki shrugged. "Why sit in endless meetings when I can leave it to the Hokage's office? They don't need me to talk about alliances."
"You're unbelievable," Tsunade muttered, shaking her head. "If the Hokage finds out you're slacking, you'll be in trouble."
"Let him," Shinki said with a smirk. "I'd rather handle actual ANBU work than waste time in debates. Besides, the F4 can handle the negotiations just fine."
Tsunade couldn't argue. Despite his laziness, Shinki always had a way of getting things done while avoiding unnecessary burdens.
"Just don't let the Hokage catch you," she said with a sigh. "He might not be as understanding as I am."
Shinki grinned and returned to his book, confident that his approach, while unconventional, was the most efficient.
