The elder, Master Yuan, let out a long sigh as he glanced at the gathering of village leaders. Apart from Yagura, no one seemed willing to heed his words. Frustration etched onto his face, the Master remained silent for a moment before heaving another heavy sigh. Leaning on his crutches, he turned and left the meeting room.
The meeting was pointless.
The leaders of the factions were entirely uninterested in resolving the internal strife plaguing the village. Instead, they remained preoccupied with their own power struggles.
Even Yagura, who had appeared supportive of the Master's call for unity, likely did so only to save face. Beneath the surface, his heart burned with ambition and determination to emerge victorious.
It didn't matter anymore.
Master Yuan had made his decision.

Over the following weeks, the Mist Village factions were thrown into chaos as they realized Yagura's power had grown exponentially. One by one, his opposition was defeated, their influence steadily dismantled.
The reason was clear: the Master had taken action.
Master Yuan, previously reluctant to intervene, had finally chosen a side. He stood firmly behind Yagura, lending him both his wisdom and support.
For the other factions, it was too late. Yagura was ruthless, and had it not been for his limited base of initial supporters, he would have crushed his opponents long ago.
When Konoha and the Cloud Village formed their alliance, Master Yuan realized that internal divisions in the Mist Village would leave them vulnerable.
Yet, despite his warnings and pleas, the factions remained obstinate, ignoring the mounting external threats. Only Yagura had feigned compliance, respecting the Master's authority outwardly while quietly strategizing to take control.
Yagura's calculated approach was flawless. His unwavering attitude earned Master Yuan's trust and ensured his rise. Meanwhile, the other factions underestimated his resolve and paid the price.
With the support of Master Yuan, Yagura achieved a decisive victory within half a month. All opposition was quashed, and the Mist Village finally stabilized.
After officially becoming the Fourth Mizukage, Yagura wasted no time. Just days into his tenure, he left the Water Country with his guards to meet with the Tsuchikage, Onoki.
At the Summit with Onoki
"I didn't expect the Hozuki clan to lose their chance at leadership," Onoki remarked, studying Yagura with interest. "I thought they might rise to power again."
The strength of the Hozuki clan had been undeniable. Yet, despite their might, they had fallen, and Yagura now held the title of Mizukage.
Onoki, while surprised, found Yagura's ascension favorable.
For one, their shared stature made them a peculiar pair, often mocked for their height. Together, they could stand without fear of ridicule—an unintended but welcome "dwarf alliance."
"With Master Yuan's support, it was only natural that the Hozuki clan would be defeated," Yagura replied coldly, steering the conversation away from internal village matters.
Mist Village's internal conflicts were no one else's business. Yagura was unwilling to discuss his village's weaknesses or air their dirty laundry.
Still, a glint of cold determination flashed in Yagura's eyes as he thought of the Hozuki clan. Once the village stabilized, he intended to further weaken their influence.
The Kaguya clan, with their reckless and clownish antics, also drew Yagura's ire. Unlike the Hozuki clan, they seemed eager to self-destruct with their foolish actions.
Patience was key. Yagura would deal with both clans when the time was right, starting with the Kaguya and moving cautiously against the Hozuki.
Onoki shifted the conversation back to pressing matters.
"The intelligence I shared with the Mist Village should be clear, Mizukage. The alliance between Konoha and the Cloud Village is dangerous for both our villages. If we don't unite, I fear we'll suffer great losses."
Yagura remained composed as Onoki elaborated.
Konoha, bolstered by its alliance with the powerful Cloud Village, now had the backing of the Sand Village as well. Though the Sand Village was weaker in terms of resources and manpower, its potential would grow exponentially with support from its allies.
If Konoha and the Cloud Village provided financial aid and supplies, even the Sand Village could become a significant threat.
This worried Onoki deeply. Mist Village's internal stability had been a critical factor in his outreach to Yagura. He needed their cooperation to counterbalance the growing power of their mutual adversaries.
Yagura finally spoke, his tone calm but firm.
"Tsuchikage, let's not waste time. What benefits will the Mist Village gain from forming an alliance with Iwagakure?"
Onoki blinked, caught off guard. "Mizukage, this alliance is essential for resisting the looming threat of war. Do you not see the urgency?"
"Oh, I see it," Yagura replied evenly. "But the urgency is yours, not mine."
Yagura's words hit like a hammer.
"The Water Country's geographical location makes it a natural fortress. Any war would primarily threaten Iwagakure, not us. The Mist Village's main battlefield is the sea. As such, we face little risk of invasion.
"So why should we rush to form an alliance without gaining anything in return?"
Onoki's frustration mounted.
He had underestimated the Mist Village's mentality. Protected by the sea, their ninjas held a deep-seated belief that they were immune to external threats. This sense of invulnerability made them less motivated to form alliances.
To them, an alliance with Iwagakure seemed one-sided—more beneficial to Onoki's village than their own.
Onoki's breathing grew heavy as he realized his mistake.
The people of the Mist Village were notoriously difficult to deal with. Their isolationist mindset made them stubborn negotiators, and Yagura, despite his youth, was no exception.
The Tsuchikage knew he needed to revise his approach, or the alliance he so desperately needed would slip through his fingers.
