Chapter 395: Chapter 395: If We Can’t Reach an Agreement, Forget It
The eagerness of the Rock Village to form an alliance contrasted sharply with the Mist Village's disinterest.
The Mist Village saw little reason to rush into such an alliance. Their geographical advantage made them nearly impervious to invasion unless an enemy was foolish enough to attempt an assault by sea.
An alliance with the Rock Village, however, would send a dangerous signal, directly opposing the alliance of the Cloud Village and Konoha. Without tangible benefits, why would the Mist Village agree to such a risky proposition?
Damn that special geographical environment.
Onoki cursed inwardly.
He had considered countless scenarios but failed to account for how the Mist Village's natural isolation would make them so resistant to alliances.
"Mizukage," Onoki said, struggling to keep his composure. "Are you not concerned about being targeted by the Cloud Village? As far as I know, there have been numerous maritime conflicts between the Cloud and Mist Villages in recent years."
Yagura, however, remained unfazed.
"Minor frictions will remain just that—minor. While the Cloud Village is expanding its naval capabilities, their fleet remains inferior to ours. Unless there is a severe conflict or deep-seated hatred, the Cloud Village would not dare to attack us outright. Tsuchikage, your scare tactics don't work on me."
He paused, then added pointedly, "On the contrary, the Land of Earth is far more vulnerable to an invasion by the Cloud Village."
Onoki was speechless. Yagura's unshakable confidence left him fuming inside.
Still, he pressed on. "What price must the Rock Village pay to form an alliance with the Mist Village?"
Yagura leaned back slightly, his calm demeanor unbroken. "That's something you should decide, Tsuchikage. What can the Rock Village offer the Mist Village in exchange for this alliance?"
The negotiation quickly became frustrating.
Onoki felt he had offered enough sincerity, but Yagura viewed his terms as insincere. To Onoki, an alliance was a mutually beneficial arrangement. From Yagura's perspective, it was the Rock Village that needed this alliance far more than the Mist Village did.
Yagura saw no reason for the Mist Village to sacrifice anything for an arrangement where the primary beneficiary was the Rock Village.
Their talks ended in stalemate, both parties parting unhappily.
Yagura was indifferent to the breakdown in negotiations.
He reasoned that dealing with the internal turmoil in the Mist Village was far more urgent than forming an alliance with the Rock Village. Moreover, the Mist Village was in no immediate danger. Even the Cloud Village's maritime posturing posed only a minor threat, confined to disputes over sea routes rather than outright war.
The Mist Village would rather forgo the alliance than enter into an agreement that offered them no real benefit.
As for Onoki, let him fend for himself.
After the Failed Negotiation
Returning to the Mist Village, Yagura immediately sought out Master Yuan.
As soon as they met, Master Yuan asked, "The talks fell apart, didn't they?"
"They did." Yagura nodded, his tone matter-of-fact. "The Rock Village couldn't offer anything of value. They merely wanted to use the Mist Village to counter the Cloud Village."
Master Yuan shook his head with a wry smile. "The news of Konoha's alliance with the Cloud Village must have shaken Onoki. He's desperate, but desperation doesn't entitle him to take advantage of us."
Yagura agreed. "The Mist Village has just stabilized. It's better to focus on rebuilding and resolving internal issues rather than provoking the Cloud Village unnecessarily."
Master Yuan nodded in approval. "Let the Rock Village handle their own problems. Attacking the Mist Village is too costly for any enemy, and it's unlikely anyone will attempt it."
Yagura then shifted the conversation. "I'll need your cooperation for the tasks ahead, Master. There are many reforms to implement. Additionally, I'll be heading to Konoha soon to obtain information about the Perfect Jinchūriki."
Master Yuan regarded him thoughtfully. "That information will be valuable if it's accurate. But remember, talent plays a significant role in achieving perfection as a Jinchūriki. Without it, the information may not be as useful."
Yagura nodded, taking the advice to heart.
The conversation ended with a shared understanding: the Mist Village would prioritize its internal stability and strategic advancements over futile alliances or conflicts.
Elsewhere: Killer Bee Arrives in Konoha
The Third Raikage wasted no time after solidifying the alliance with Konoha. Personally escorting Killer Bee to the village, he handed him over to Shinki.
"Killer Bee isn't a bad kid," the Raikage explained, his tone gruff but affectionate. "But he has some... peculiar hobbies. If he acts out, don't hesitate to set him straight. A few beatings might do him some good."
Shinki smiled knowingly. "Thank you for the trust, Lord Raikage. I'll teach him seriously, but as I mentioned before, it all depends on his talent. I hope you understand that."
The Raikage nodded, content with the arrangement. "Just do what you do best. I have faith in you, Shinki."
