"Heh," the Third Raikage sneered. "That old fox knows how to pick his moments."
When the Mist Village was on the brink of collapse, its leaders remained silent. But now, sensing the threat of a Konoha-Cloud alliance, they acted swiftly to consolidate power. Unfortunately, this cautious strategy backfired, leading to the Mist Village's inability to ally with the Stone Village.
This frustrated Onoki, the Third Tsuchikage.
"They dare demand outrageous terms for an alliance? Ridiculous!" Onoki fumed, slamming the intelligence scroll on his desk. "Fine, if they don't want to ally, let them deal with the consequences. The Cloud Village is eager to encroach on their waters—let's see how they handle that."
Meanwhile, the Third Raikage mulled over his own plans.
"If the Mist Village is so opposed to our alliance with Konoha that they've started attacking our merchant ships, we'll give them a taste of their own medicine."
The Raikage wasn't one to sit idly by. A decisive leader, he immediately ordered retaliation.

The assumption that the Mist Village was responsible seemed natural. Cloud and Mist had long vied for control of the seas, frequently sabotaging each other's trade and patrol routes. In contrast, Konoha lacked a significant naval presence, making them an unlikely suspect.
The Mist Village was the obvious culprit, or so the Cloud Village believed.
In the Mist Village, however, chaos reigned. Still recovering from its internal power struggles, the village was slow to respond to the attacks. It wasn't until several patrol warships failed to return that Yagura began to take notice.
"Several of our patrol ships haven't returned on time?" Yagura asked, frowning.
"Yes, Mizukage-sama," a subordinate reported. "Some have been overdue for five days, and there has been no severe weather reported in the area."
The timeline was concerning. A five-day delay in calm seas likely meant disaster.
"Any signs of activity from the Cloud Village?" Yagura inquired.
"Yes," the subordinate replied. "Their ships have been spotted near our waters, and their numbers are increasing."
"Those bastards!" Yagura cursed. "Are they trying to take advantage of our recovery to provoke us?"
The situation was infuriating. Attacks at sea left few traces; sunken ships and scattered debris offered little to investigate. It was impossible to know for sure who was responsible, leaving Yagura with only suspicions.
This ambiguity was precisely what Shinki had banked on when he allowed Kushina to seek revenge. The sea was the perfect battleground for deniability. With Jinya launching attacks, the victims had no idea what hit them.
The Cloud Village and Mist Village were natural enemies, and their mutual distrust ensured that each would suspect the other.
The Cloud Village, eager to protect its trade routes, reacted swiftly. Merchant losses were a heavy blow to the Thunder Country's economy and the village's reputation. The Third Raikage wasted no time deploying a fleet of warships to secure the area.
To the Mist Village, this aggressive move was a direct provocation.
Friction escalated rapidly. Skirmishes broke out between patrols, with each side accusing the other of instigating the attacks. The tense atmosphere grew more volatile by the day.
Back in Konoha, at the Anbu base, Pakura entered Shinki's office, carrying an intelligence report. She wore a tailored secretary outfit, a rare departure from her usual attire.
"This suit looks great on you," Shinki commented with a teasing grin, noting the strain on the buttons of her blouse.
Pakura rolled her eyes, ignoring the remark as she set the scrolls on his desk. Despite her attempts to maintain composure, the curves accentuated by the outfit didn't escape Shinki's notice.
"Focus, Shinki," she said, standing at the desk with a neutral expression.
"Right," Shinki muttered, tearing his eyes away and diving into the reports.
The friction between the Cloud and Mist Villages was playing out exactly as expected, with neither side suspecting the true mastermind behind the attacks. Everything was proceeding according to plan.
