Chapter 403: Chapter 403: The Third Raikage: Let’s Fight, Stop Talking Nonsense

The brewing conflict between the Cloud Village and the Mist Village reached a boiling point, and Yagura, as the Fourth Mizukage, had no choice but to act.

While the Mist Village had been attacked first, Yagura knew he couldn't afford to appear weak. If he let the assault slide without a response, his reputation as Mizukage would be tarnished, and factions within the village—like the suppressed Hozuki clan—might seize the opportunity to challenge his authority.

Yagura had to send a formal letter of questioning to the Cloud Village, demanding an explanation. Even if the Cloud ninjas didn't offer an apology, the gesture was necessary to maintain his position.

In the Cloud Village, the Third Raikage was already aware of the escalating skirmishes. Sitting in his office, he reviewed reports from the battlefield with a faint smirk.

"The Mist ninjas are getting bolder," he remarked casually.

To the Third Raikage, conflict wasn't a problem. He thrived on confrontation and saw it as a way to test strength. As long as it didn't turn into a full-blown war, skirmishes were part of the game.

However, when Dodai's report on the devastation of Turtle Island arrived, everything changed.

The Raikage's office shook as the Third Raikage erupted in fury.

"Boom!"

The floor shattered, the walls cracked, and his massive desk splintered into pieces under his powerful fists. The Third Raikage fell through the floor to the level below, still gripping the scroll that detailed the destruction of Turtle Island.

The veins on his forehead bulged as he bellowed: "Who?! Who did this?!"

Turtle Island, the Cloud Village's best-kept secret, was not just a hidden asset—it was a critical resource for research and strategic planning. Its sudden destruction was a monumental blow to the village.

The Cloud ninjas, startled by the Raikage's fury, rushed into the room.

"Lord Raikage!"

"I'm fine," the Third Raikage growled, waving them off impatiently. His trembling hands betrayed his barely contained rage.

"Block off the entire sea area! Salvage every piece of that turtle's remains! I want answers!"

Under his orders, the Cloud Village launched a massive operation. All available ships, including merchant vessels, were requisitioned, and teams of ninjas combed the area for any remaining evidence.

The Mist Village, noticing the Cloud's sudden mobilization, sent their own forces to investigate. The two sides clashed once more, the tension thicker than ever.

By the time the Raikage's office was repaired—earth-style ninjutsu making quick work of the damage—his anger had not subsided. He sat in his brand-new office, seething.

Just then, a letter from the Mist Village arrived, delivered by the Intelligence Department.

"Lord Raikage, this is a formal questioning letter from the Mist Village."

The Third Raikage paused, then broke into an angry laugh.

"A questioning letter? Yagura, you've got guts! Let me see how bold you really are."

Unfolding the letter, he read its contents. His laughter grew louder, but his expression darkened.

"So, Yagura wants to threaten me with war? Fine! Let's fight!"

Slamming the letter onto the table, the Third Raikage barked at the messenger. "Send a reply to the Mizukage. Tell him the war began the moment their Mist ninjas attacked our merchant ships. If he wants to fight, then fight. Enough talk!"

The messenger hesitated. "Are you certain this is the message you want to send, Lord Raikage?"

The Third Raikage glared, his voice dropping to a dangerous growl. "Do I look like I'm joking? Go!"

As the Intelligence Department ninja scurried out, the Raikage's fury boiled over again.

"Yagura, you brat!" he roared, pacing the room. His fists clenched and unclenched, and the tension in the air was palpable.

At that moment, the door opened, and his son, Ay, stepped inside. The younger Raikage-in-training paused, noticing the letter on the desk and his father's barely contained rage.

"Father, what's going on?" Ay asked curiously.

The Third Raikage pointed to the letter. "Look at this! That little dwarf Yagura dares to threaten us! Kill him! I'll show him what the Cloud Village is made of!"

Ay picked up the letter and read it, his brow furrowing. "They're pushing for answers. Shouldn't we—"

"Shouldn't we what?!" the Raikage interrupted, slamming his fist onto the desk, which creaked ominously. "Negotiation is for cowards! If Yagura wants to test our strength, I'll give him a lesson he won't forget!"

Meanwhile, in the Mist Village, Yagura received the Third Raikage's fiery reply.

He read the message twice, his expression unreadable. Folding the letter neatly, he placed it on his desk.

"So, that's how he wants to play it…"

Yagura called for his advisors and began preparations for what would inevitably escalate into a larger conflict.

The tension between the two villages continued to rise, their leaders' tempers fueling the fire. What had begun as an investigation into an unusual event was now shaping into the prelude to war.

And Kushina, the instigator of it all, was long gone—leaving chaos in her wake.
